This is a reminder that the next PARIS match is scheduled for Friday, November 10, 2023.  When transmitting your PARIS quarterly data to the Defense Manpower Data Center (DMDC), the following inbound file format is required.

Every year PARIS submits a short high level blurb on its payment integrity efforts as part the HHS Agency Fiscal Report. In recent years we have used a few diligent states in participation. We are now asking for state data samples for Fiscal Year 2023 PARIS reporting from states. What we are looking for is;

  1. Summarized information on cost savings/avoidance from PARIS over the last year.
    1. This time period can be flexible as long the data range provided is shared in your response.

  1. Some supporting documentation for values given (i.e. a simple cost breakdown chart, etc.)
    1. Some States generally use the numbers from their annual reports.
    2. It does not have to be elaborate.  Values may have already been provided as you have worked through your monthly reports or annual reporting.

Please ensure your individual response is sent to the PARIS mailbox. Include your state in the subject line before submitting. Below is a sample of our submitted blurb from last year, so that you have an idea of the level of detail we require.

Public Assistance Reporting Information System (PARIS) Prior Year Samples:

  • The state of  () Department of Health and Human Services reports its usage of the PARIS Interstate match resulted in $8.7 million in annualized cost avoidance for FY 2021.
  • The state of  () Office of Temporary and Disability Assistance reports it used PARIS to close or remove active clients from 10,486 public assistance cases for projected cost savings of $58.5 million between April 2021 and March 2022. 
  • The state of  () Health Care Authority’s Veterans PARIS Program reports it had approximately $26.83 million in Medicaid cost savings from cessation of managed care premium payments and reduction in fee-for-service claims due to Third Party Liability discovery from PARIS data matches between July 2021 and June 2022.

This is a reminder that the next PARIS match is scheduled for Friday, August 11,  2023.  

August is the prioritized required match for all states. In order to receive a full match, a signed Computer Matching agreement is necessary to receive the full match for August 11, 2023.

We ask all states who have not submitted their signed SPAA agreement submit them by close of business on August 10, 2023.   to The PARIS CMAs between the Department of Defense, State Public Assistance Agencies, and the Veterans Administration with the Department of Health and Human Services, Administration for Children and Families, are available for signature.

1.      The SPAA must have a valid signed 2023 - 2024 agreement (Federal and VA) on file with ACF/PARIS. Available on PARIS@ACF.HHS

2.      An authorized representative of the SPAA must fill and sign the SPAA portion of the extension agreement

When transmitting your PARIS quarterly data to the Defense Manpower Data Center (DMDC), the use of the current inbound file format is required.

PARIS MEMBER STATES:

ACF maintains the state contact webpage for PARIS data matches and will be completing an annual update of state contacts.  ACF is requesting that state public assistant agencies (SPAAs) confirm their contact information. The pages that will be included are the ’State Administrative Representatives’ and the Interstate contacts.

The state administrative contact handles responses to PARIS office request and messages sent from the PARIS office for the state.  These representatives are only contacted as an escalation after and if interstate verification and match information is not accurate or responsive. These requests should be sent to PARIS SAC for assistance and should not include PII in the initial contact. SAC will provide follow up details.

  1. What is the purpose of the state interstate contact page?

The state interstate match contact page is where states find contact points when seeking verification of matches and other state-to-state level questions.

PARIS MEMBER STATES:

The PARIS Computer Matching Agreement (CMA) between the Veterans Administration and the Department of Defense, State Public Assistance Agencies, and the Department of Health and Human Services, Administration for Children and Families, have been distributed to all states for signature.

Please Note:

In order for SPAAs to voluntarily participate in the matches for the VA and DoD data under the Federal Match CMA, those SPAAs must have:

1. An authorized representative of the SPAA fill, sign, and return the SPAA portion of the Federal and VA extension agreement prior to the match occurrence -- attached fillable PDF is also available on the PARIS Memorandum webpage. Next PARIS match May 12, 2023.

2. States should also provide any updated contact information for the PARIS website. These are for the current State Administrative Representative Information at  :   https://www.acf.hhs.gov/paris/map/state-administrative-representatives AND State Interstate Contact Information at https://www.acf.hhs.gov/paris/map/state-interstate-match-contact. (If contact information requires no changes, please indicate that in this submission as well).

We ask that states send the signed agreement and updated contact information, as well as any questions related to the agreement’s, to PARIS at PARIS@acf.hhs.gov.

Note: SPAAs must complete the above process by the May Match date (Friday, May 12, 2023) to receive the May VA and Federal Match.

Agreement Summary

The purpose of this matching program is to identify individuals receiving both federal compensation or pension benefits and public assistance benefits under federal programs administered by the states and to verify public assistance clients’ declarations of income circumstances. For this match, the DMDC will match SPAA files against DoD military and civilian pay files, military retired pay files, and survivor pay files. This 18-month extension includes some non-significant changes, most notably clarification on records usage restrictions.

States seeking to learn how to better leverage the Federal Match may reach out to the PARIS Board of Directors PARIS Board of Directors by Region.

Paris Member States

The PARIS Computer Matching Agreement (CMA) between the Department of Veterans Affairs (VA), State Public Assistance Agencies (SPAAs), and the Department of Health and Human Services, Administration for Children and Families (ACF), which expired on February 28, 2023, has been approved for a 18-month Renewal March 25, 2023 through September 25, 2024, if renewed for one additional year September 25, 2025. 

In order for SPAAs to voluntarily participate in the matches that will occur between this 12-month period VA data under the PARIS Veterans Match CMA:

1.      The SPAA must have a valid signed VA 2023-2024 agreement (PDF) on file with ACF/PARIS.

2.      An authorized representative of the SPAA must fill and sign the SPAA portion of the renewal agreement. Please see page 22 of the PARIS VA CMA 2023-SPAA Signature (PDF).

We ask that states send the signed agreement, as well as any questions, to PARIS at PARIS@ACF.HHS.GOV.

Summary
This matching program provides SPAAs with VA compensation and pension data to use in determining public assistance clients’ eligibility for benefits under the Medicaid, TANF, SNAP, and general assistance programs, and can be use in helping relevant veterans to better understand similar benefits available through the VA which may be better alternatives for them.

PARIS MEMBER STATES:

The PARIS Computer Matching Agreement (CMA) between the Department of Defense, State Public Assistance Agencies, and the Department of Health and Human Services, Administration for Children and Families, which expires on April 4, 2023, has been approved for a 12-month extension through April 4, 2024.

In order for SPAAs to voluntarily participate in the matches that will occur between April 4, 2023 and April 4, 2024 with DoD data under the Federal Match CMA:

  1. The SPAA must have a valid signed 2023 - 2024 agreement on file with ACF/PARIS.
  2. An authorized representative of the SPAA must fill and sign the SPAA portion of the extension agreement. Please read the last page of the PARIS 12 month agreement (PDF).
