Advisory Committee on the Maternal, Infant and Early Childhood Home Visiting Program Evaluation

The purpose of the Secretary’s Advisory Committee on the Maternal, Infant, and Early Childhood Home Visiting Program Evaluation ("the Committee") was to advise the Secretary of Health and Human Services on the design, plan, and progress of the evaluation, and to comment on the MIHOPE Report to Congress (PDF). From March 2011 through September 2015, the Committee met five times. During this time, it reviewed and made recommendations for the evaluation’s design and analysis plans and reviewed and commented on the content of the MIHOPE Report to Congress. The report was submitted to Congress in February 2015. Since the study design is completed and the report has been submitted, the work of the Committee is complete. The Committee was made administratively inactive in February 2017.

The Patient Protection and Affordable Care Act of 2010 (ACA) authorized the creation of the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program and required a national evaluation of the program in its early years of operation. That evaluation is the Mother and Infant Home Visiting Program Evaluation (MIHOPE). The ACA also required that the national evaluation present a Report to Congress in 2015, which will lay the foundation and framework for understanding future findings...
