This guide is designed to help each state (which includes territories and the District of Columbia for this guide) develop its Temporary Assistance for Needy Families (TANF) Work Verification Plan in accordance with the regulatory requirements of the final rule that the U.S. Department of Health and Human Service (HHS) published on February 5, 2008.

This Policy Announcement provides instructions and procedures to States for renewing their status as an "eligible State."  In order to remain "eligible," i.e., continue to qualify to receive funding under TANF, States will need to submit plans during the applicable 27-month period described herein.

This Policy Announcement responds to the following questions posed by States regarding the use of State funds or Federal TANF funds to pay the costs of an optional food stamp program. These questions include: (1) whether State funds spent to provide food assistance under the State's optional food stamp program count toward the State's TANF maintenance-of-effort (MOE) requirement; and (2) whether a State may use Federal TANF funds to purchase food stamps for the State's optional food stamp program.
