This PI reminds TANF jurisdictions that federal Temporary Assistance for Needy Families (TANF) and Maintenance-of-Effort (MOE) funds cannot  be used to provide juvenile justice services.

The purpose of this program instruction is to provide State agencies with the TANF Data Report (TDR) form and related instructions and the SSP-MOE Data Report (SDR) form and related instructions that are effective for fiscal year 2015 and thereafter.

This program instruction remind states, DC, Guam, Puerto Rico, the U.S. Virgin Islands, and tribes (which are hereafter referred to as TANF jurisdictions) that as of October 1, 2013, TANF renewal plans and amendments must be submitted electronically to the Administration for Children and Families’ (ACF) Online Data Collection system (OLDC).

To remind states of the February 22, 2014 deadline for submitting reports on its implementation of policies and practices to prevent assistance funded with TANF and maintenance-of-effort funds from being used in any electronic benefit transfer transaction in any liquor store; any casino, gambling casino, or gaming establishment; or any retail establishment which provides adult-oriented entertainment in which performers disrobe or perform in an unclothed state for entertainment.  This Program Instruction also reminds states about the state plan requirements and the deadline associated with updating TANF plans.
