RE: Release of Preliminary FFY 2016 and FFY 2015 LIHEAP Data

Dear Colleagues:

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Energy Assistance (DEA) has published preliminary data for the Low Income Home Energy Assistance Program (LIHEAP) for Federal Fiscal Years 2016 and 2015. These preliminary data are now available to all grantees and the public via the LIHEAP Data Warehouse available on the LIHEAP Performance Management website. The LIHEAP Data Warehouse is located at: https://liheappm.acf.hhs.gov/data_warehouse/index.php?report=homepage .

Each year, state LIHEAP grantees and the District of Columbia report data on LIHEAP recipients, sources and uses of LIHEAP funds, average benefits, and LIHEAP performance measures. These data are reviewed by OCS and final validated data is published in the annual LIHEAP Report to Congress. In January 2017, OCS announced the public launch of the LIHEAP Performance Management Website and public access to LIHEAP data reported by all state LIHEAP grantees and the District of Columbia for FFY 2001 through FFY 2014. These data were made available via the LIHEAP Data Warehouse, which provides resources and analytical tools to create customized reports, tables, and charts.

The LIHEAP Reports to Congress for FFY 2016 and FFY 2015 are currently pending final publication. To support LIHEAP grantees in using timely data to manage programs effectively and efficiently, OCS has published preliminary data for FFY 2016 and FFY 2015. These data include the following:

  • Data reported by states and the District of Columbia in the FFY 2016 LIHEAP Household Report — Long Form and the FFY 2015 LIHEAP Household Report — Long Form.
  • Data reported by states and the District of Columbia in the FFY 2016 LIHEAP Performance Data Form — Module 1 (Grantee Survey) and the FFY 2015 LIHEAP Performance Data Form — Module 1 (Grantee Survey).
  • Data on the income-eligible population in each state and the District of Columbia developed for the FFY 2016 Home Energy Notebook and the FFY 2015 Home Energy Notebook.
  • Data reported by states and the District of Columbia in the FFY 2016 LIHEAP Performance Data Form — Module 2 (Performance Measures).
  • FFY 2015 and FFY 2016 Grantee Profiles that present summary information on LIHEAP programs for each state and the District of Columbia using data used in the Report to Congress.

Please note: All FFY 2016 and FFY 2015 data should be considered preliminary pending final data validation and publication in the FFY 2016 and FFY 2015 Reports to Congress. A subsequent Dear Colleague Letter will be published when the final FFY 2016 and FFY 2015 data are published.
