Dear Colleagues:

The Department of Health and Human Services (HHS) has made an additional $845 million in LIHEAP block grants available under the current FY 2012 continuing resolution (CR) that expires on December 23.

The $845 million is in addition to the $1.7 billion released in October and provides LIHEAP grantees with a total of $2.581 billion in LIHEAP block funds for FY 2012.  The overall total of $2.581 billion is equal to 75% of the full year funding that would be available to states, tribes and territories under the FY 2012 House and Senate full year Conference Agreement.

Of the $845 million, net allocations of over $835 million will be awarded to states.  Note that the current release includes funds remaining from the “cushion” that was provided to states under the October release.  This cushion enabled those states requesting less than the full amounts available to them under the previous CR limitation to ask for additional funds if their needs changed.  Therefore, the $835 million includes any of the remaining funds from the cushion that some states did not access prior to the current release.  Please see attached table that shows state net allocations.

We are still awaiting a final appropriation for FY 2012.  When more funds become available, they will be awarded as part of the second quarter release on or about January 3, 2012.

A link to the HHS press release is provided below, which provides a table that shows “gross allocations” to states (including tribes).  The OCS/Division of Energy Assistance staff are faxing or scanning grant award letters to states today (Please Note:  the allocations in the grant award letters covers the $720 million in new monies; the cushion total of $115 million will be issued shortly under a separate award letter.)
