Re: Introduction of DCA Branch Chief Bill Bolduc

Dear Colleagues::

Please join the Office of Community Services (OCS) in officially welcoming the new Community Services Block Grant (CSBG) Program Operations Branch Chief within the Division of Community Assistance (DCA): Commander William (Bill) Bolduc. ​

As the DCA Program Operations Branch Chief, Bill will have key technical responsibility and authority for planning, implementation, operation, and management of the Community Services Block Grant (CSBG).

Bill is a Public Health Services Officer. He comes to OCS from the Substance Abuse and Mental Health Services Administration (SAMHSA), where he served as Senior Monitor for the Mental Health Block Grant. At SAMHSA, Bill led several multi-center monitoring site visits and served on the Strategic Planning Committee for Center for Mental Health Services.

His previous government experience includes working as an Operations Officer in the Secretary’s Operations Center at Office of the Assistant Secretary for Preparedness and Response (ASPR), Chief of Behavioral Health Services at Womack Army Medical Center Emergency Department, Director of Training for the Social Work Internship Program, and Deputy Director of Child and Family Behavioral Health Services at Fort Bragg, North Carolina. Bill is part of a specialized rapid response mental health team and responded to the shootings at Sandy Hook Elementary in Newtown, CT December 2015.

Prior to government service, Bill maintained a private practice in Waterville, ME and served as clinical director of a community mental health center there. Bill has also worked at Massachusetts Department of Mental Health, Boston Children’s Services and Arbour Hospital in Boston as a crisis intervention specialist. He lived and worked in Osaka, Japan for two years.

Bill earned a Bachelor's in Psychology from Hofstra University, a Master of Social Work from Boston University and a Master of Science in Health Policy and Management from the Muskie School of Public Service at University of Southern Maine.
