Community Services Block Grant
Dear Colleague Letter

Re: CSBG Annual Report, Module 1 Available December 1

Date: November 30, 2018

Dear Colleagues:

The Office of Community Services (OCS) is pleased to announce that the Community Services Block Grant (CSBG) Annual Report, Module 1 is now open within the On-Line Data Collection (OLDC) and accessible through GrantSolutions . The FY2018 CSBG Annual Report is due April 30, 2019.

We anticipate that the CSBG Annual Reports, Modules 2 — 4 will be available February 2019. OCS will send an announcement at that time.

Submission of the Annual Report, Module 1:

OCS designed the CSBG Annual Report to complement the Results Oriented Management and Accountability (ROMA) Next Generation, as well as support and complete the CSBG Performance Management Framework. The CSBG Network — CSBG eligible entities, state CSBG lead agencies, state Community Action Associations, national partners, and others — teamed with us to create the new CSBG Annual Report. Information used at local, state, and national levels will improve performance, support year-to-year results tracking, and assure accountability for critical activities and outcomes. For more information about the CSBG Annual Report, please see CSBG Information Memorandum (IM) #152 Annual Report.

Training and Technical Assistance:

OCS recorded two training webinars with the National Association for State Community Services Programs (NASCSP) for completing Module 1 within OLDC. The recorded webinars are available on the NASCSP website through the links below:

Webinar 1: Preparing to Complete Module 1 of the CSBG Annual Report. This webinar highlights specific sections in Module 1 and helps states prepare for submission. Recording

Webinar 2: Preparing for Module 1 Submission in OLDC. This webinar provides an overview for submitting responses within OLDC. Recording

Update to OLDC:

The Administration for Children and Families (ACF) Center of Excellence (COE) is updating the look and feel of OLDC. We expect these updates to take place mid-December. Once made, we will hold a webinar in partnership with NASCSP to provide an overview of these changes. We will announce the webinar date once the updates are complete.

These changes will have no effect to any Annual Report, Module 1 submissions that are in progress.

OLDC Support:

OCS is committed to providing the needed resources and support to state grantees in the use of OLDC for Annual Report submissions. Please submit any immediate technical questions or concerns regarding OLDC to both Niki Frazier, Nikita.Frazier@acf.hhs.gov and Monique Alcantara, Melania.Alcantara@acf.hhs.gov. Please also copy CSBGStates@acf.hhs.gov. This helps to ensure a prompt response to your questions.

Sincerely,

Seth Hassett
