This Information Memorandum provides guidance to encourage Lead Agencies to adopt policies that promote the social-emotional and behavioral health of young children in partnership with families.  States should consider these recommendations as they prepare their Child Care and Development Fund (CCDF) State plans.  Appendix 1 offers several free publicly available resources states can use in their efforts.
