This Program Instruction (PI) transmits guidance for using the Tribal CCDF Plan Preprint (Preprint) (ACF-118-A) (Attachment A) to complete and submit the Tribal Lead Agency’s CCDF Plan (Plan) for the CCDF program Fiscal Year (FY) 2020-2022 triennial Section 658E of the Child Care and Development Block Grant (CCDBG) Act of 2014 relevant to Tribes.

This Program Instruction (PI) transmits the revised state/territory Plan Preprint (ACF-118) for the Child Care and Development Fund (CCDF) program for the Fiscal Year 2019-2021 triennium, and provides guidance for submitting the Plan. This Plan is required by section 658E of the CCDBG Act.

The Office of Child Care (OCC) is pleased to announce the Federal Register Notice of the publication of the FY 2019-2021 Child Care and Development Fund (CCDF) Plan Preprint with a request for public comment.

This summary table provides an overview of the States and Territories who reported full implementation for each requirement category as of October 2018.  A copy of the FY2019-2021 State Plan can be found online.

This summary table provides an overview of activities States and Territories indicated in Section 7 – Support Continuous Quality Improvement in their FY 2016-2018 State Plans to invest CCDF funds to improve the quality of child care services.

Based on the CCDF FY2016-2018 State Plans, 52 States and Territories indicated they are using quality set-aside funds to improve the supply and quality of child care services for infants and toddlers.  Within this area of quality improvement, the following activities were provided as activities to improve the supply and quality of child care programs and services for infants and toddlers.

The Child Care and Development Fund (CCDF) Plan serves as states’ application for CCDF funds by providing a description of, and assurance about, the grantee’s child care program and all services available to eligible families. States and territories are required to post their submitted and final approved Plans, any Plan amendments, and any approved waivers on a publicly available website (45 CFR 98.14(d)).
