National Emergency Repatriation Framework

The 2021 National Emergency Repatriation Framework (NERF) replaces the 2016 National Emergency Repatriation Plan and aligns the emergency planning and operations conducted under the U.S. Repatriation Program  with the guiding principles of the National Incident Management System (NIMS) to ensure flexibility, standardization, and unity of effort. The NERF establishes six Emergency Repatriation Functions and the OHSEPR-led Unified Planning Cell.

OHSEPR developed the NERF and established these coordination structures to enhance coordination during emergency repatriation operations that support the return of large numbers of U.S. citizens and their dependents after they are returned to the United States by the Department of State.
