DCL-21-03

DATE:  March 30, 2021

TO: State and Tribal IV-D Directors

SUBJECT: Open Comment Period — Forms OCSE-396 and OCSE-34

ATTACHMENT: OCSE-396 (PDF) and OCSE-34 instructions (PDF)

Dear Colleague:

In compliance with the requirements of section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is seeking to renew the OCSE-396 and OCSE-34 data collection instruments. OCSE made minor revisions to the instructions to enhance clarity and update policy references.

A notice for public comment was published in the Federal Register, pages 14756-14757, Volume 86, Number 51  (PDF), March 18, 2021.

States use Form OCSE-396 to report quarterly expenditures made in the previous quarter, and to estimate program expenditures to be made and incentive payments to be earned in the upcoming quarter. States and tribes use Form OCSE-34 to report quarterly collections made under Title IV-D of the Social Security Act.

Tribes use Form SF-425 to report quarterly expenditures made in the previous quarter. Form SF-425 is approved under OMB No. 4040-0014 and is not included as part of this comment request.

If you wish to comment on these forms and instructions or on the related burden estimate, send your comments to infocollection@acf.hhs.gov. Please reference OMB No. 0970-0181. We will consider comments received by May 17, 2021.

Sincerely,

Linda Boyer
Acting Commissioner
Office of Child Support Enforcement
