Child & Family Services Reviews (CFSRs)

The Children's Bureau conducts the CFSRs, which are periodic reviews of state child welfare systems, to achieve three goals:

  • Ensure conformity with federal child welfare requirements
  • Determine what is actually happening to children and families as they are engaged in child welfare services
  • Assist states in helping children and families achieve positive outcomes

After a CFSR is completed, states develop a Program Improvement Plan (PIP) to address areas in their child welfare services that need improvement.

Child Welfare Reviews Project

JBS International, Inc.'s Child Welfare Reviews Project assists the Children's Bureau in administering the CFSRs. This section describes the project's responsibilities for recruiting and training child welfare professionals to serve as CFSR reviewers to supplement the Federal Review Team. The following resources provide additional information about the recruitment and responsibilities of the CFSR reviewers:

The same basic qualifications and responsibilities of CFSR reviewers also apply to quality assurance specialists and note-taking specialists, both of which are selected from the approved CFSR reviewer pool and require additional training. Collectively, these three roles are referred to as “agile staff.”

The Child Welfare Reviews Project conducts CFSR reviewer, QA specialist, and note-taking specialist trainings periodically as needed. Agile staff receive an honorarium for participating in trainings and reviews, reimbursement for travel expenses, and a per diem for meals and incidental expenses.
